The EPL Ghana Public Service Fellowship Journey

From selection to the alumni network: how the Fellowship develops young graduates into agents of change in Ghana’s public service.

    1 The programme

    A one-year programme for future public leaders

    The Emerging Public Leaders of Ghana Public Service Fellowship is a prestigious one-year programme designed for young graduates passionate about serving in Ghana’s public sector. The Fellowship is designed to develop these graduates into agents of change by equipping them with leadership, professionalism, and ethical standards necessary to strengthen public service delivery.

    The programme is structured to foster inclusive and meritocratic recruitment, ensuring diversity across gender, religion, and social status. The PSF programme is currently active in Liberia, Ghana, Malawi and Sierra Leone.

    2 Selection and onboarding

    A rigorous, merit-based selection

    The programme recruits graduates who have completed their National Service and are within the ages of 22 to 32 years. These applicants undergo a rigorous screening and selection process to identify candidates whose professional background, competencies and personal aspirations align with the mission and objectives of the programme.

    After the selection process, successful Fellows undergo an in-person onboarding and are placed within the public service for a one-year fellowship.

    Training, supervision and mentorship

    After enrolment, the fellowship provides structured training, supervision and mentorship designed to enhance Fellows’ skills and competencies to effectively serve as agents of change within the Ghana public service.

    Through its work-integrated learning approach, the programme provides Fellows with practical experience, opportunities for professional networking, and exposure to public service operations. These experiences are intended to facilitate their transition into full-time careers within the public service.

    4 After the fellowship

    Joining the alumni network

    Upon completion of the one-year fellowship, Fellows are inducted into the EPL Ghana Alumni network (EPLAN) to support continued engagement with EPL Ghana and to ensure professional development, knowledge sharing and networking.

    5 Learning that continues

    The Fellowship and Learning Management Systems

    Central to this continuous professional development, knowledge sharing and networking is the Fellowship Management System (FMS) and the Learning Management System (LMS).

    These systems have been built intentionally to sustain the community of practice among EPL Fellows, Alumni and the general public, particularly those interested in learning about Ghana’s Public Service and what it takes to become a better public servant or ethical leader.
